Iraq and World Bank Discuss Shift to Performance Budgeting

Iraq’s Finance Committee met a World Bank delegation to discuss the country’s fiscal position and plans to transition from line-item budgeting to programme- and performance-based models. The committee also stressed the need for alternative export routes and stronger tax-system automation.

Participants considered pilot use of programme budgeting in selected governorates and state institutions before a wider rollout. Both sides said technical support and institutional capacity-building would be needed to support the reform agenda.
