Baghdad and Erbil Remain Apart on 2027 Budget Terms
A Kurdish lawmaker says the two governments still disagree over the region’s federal share, oil deliveries and customs revenue.
Negotiations between Baghdad and Erbil have not produced an agreement on the Kurdistan Region’s place in Iraq’s 2027 federal budget, according to federal Finance Committee member Dilan Ghafoor. The two sides differ over the regional allocation, with Erbil seeking 14.14 percent and Baghdad retaining 12.7 percent in the draft.
They also remain divided on oil handovers and on whether regional tax and customs receipts should be transferred to the federal government. The unresolved issues will be central to the draft budget’s path through the cabinet and parliament.
